Protect what is already great

We the People have a voice much greater now with the Home Rule Charter giving us all the right to create referendums and initiatives. Check out our rights in Article 7.

Clean up what is vague & odd math

It seems in trying to get something out for the public to accept some things were not worded clearly. 

In Section 6.6, regarding redistricting lines being drawn according to the Census population data, it calls for 2:3 of 5 people to vote yes to pass a plan, or for the Council to amend the plan. 

Section 6.5 calls for the two main parties to choose people for the Council to select from to draw the new lines, but gives no guidance, qualification requirement, or call for rural, diverse, or independents to be included. 

While David does not support the idea of minority tokenism, he would strongly support language that encourages our diverse talent be sought after.

Improve what is already there

It seems pretty clear to me where the lines are drawn between what the County Manager must do, and what the Council cannot do. See Articles 1, 2, and 3.

However, at least two different Council members seem to think they have no right to tell the County Manager to immediately clean up the issues residents contact them about. 

For example, all contacts and email addresses should be accurate and spelled right on county-run websites. They are not.

When it is pointed out that there is something in error, or disorganization exists, the Council needs to have some teeth to get this addressed in a timely manner. We can rephrase what is already there so it is abundantly clear how Council can ensure accuracy and efficiency countywide. 

Require the County to support local businesses

David Poland discovered taxpayer money is being spent out of state that could be kept at home.

Just before Covid-19 hit us, David was arranging a visit to Heritage Farm along with some local Deaf Community leaders. He found out that Clark County has made contracts for remote American Sign Language interpreters and foreign language interpreters from one agency, and CART captioning services from another agency, which are are both located in CALIFORNIA! 

David personally knows that within our county are several top-quality, locally-owned, and minority-owned businesses that provide these very services, including a Deaf-family small business that uses RID Certified ASL interpreters that live inside Clark County and Deaf citizens TRUST. 

It seems odd that in Section 8.8 there is no requirement to seek out local businesses to contract with first prior heading to other states. 

Let's boost Washington's economy, and keep tax dollars here to support locally-owned small businesses!
